No it can't.

To alter the direction to which its Gun is pointing in bypass, it would have to turn on the CAFP and then move on to the next hexpine, i.e. by moving the entire vehicle, which can only be done in the MPh. The same is true for the VCA of turreted AFV.

As a general rule of thumb you can take to memory that one should very carefully consider whether to remain in bypass with a NT AFV as it is very vulnerably to enemy units moving up in its 'dead angle' without your AFV being able to do much about it.
