VBM at Setup and HIP?

ASL RB Gurus,

1. Can a AFV setup at scenario in VBM of building woods? {I think answer is YES}

2. If yes #1, is it considered in Concealment Terrain for HIP purposes? {I think answer is YES}

1. Yes.

2. I am going to go with No here, since the unit would be in Open Ground and not in Concealment Terrain, even though the hex contains Concealment Terrain. Note, however, that the rules don't real deal with setting up vehicles using HIP.

#2 D2.38: "A vehicle in Bypass is in the Open Ground portion of the hex and is therefore not entitled to any beneficial TEM for the woods or building it is Bypassing." I am going to extend this and say that a vehicle in bypass does not get any benefit of the woods/building, including being considered in concealment terrain (unless the hexside bypassed is concealment terrain, e.g. brush in a brush/woods hex or woods in a woods/building hex).
