VASL inputs work on my laptop, but not my monitor

VASL is not working properly on my new PC setup. I have a Surface Book 2, Surface Dock, and an LG 27UD69P-W 4K monitor. I use the "Extend these displays" setting to make one continuous desktop.

When I put the VASL window on the larger LG monitor, I cannot highlight and "drag" a counter to a new hex. I get the attached image instead, and the counter doesn't move. The same thing happens when I try to drag an info counter from the top bar. These inputs work correctly when I use VASL on the Surface Book window.

What gives? How can I fix this?

FYI, a different VASSAL module (Pursuit of Glory) works correctly on the monitor.

I certainly am not a computer guru but I've heard of weird happenings when playing in combined window mode. It wouldn't be that simple would it?
