I know this is basic but can GER player setup on the beach? Thanks.

Yes, as I read it, the restrictions say in part "... 50% of all MMC ... on or withing 8 hexes of a beach hex." (The within is hard to read with the blue dot on it.)

Is it possible that it means : <= 8 hexes from the Beach , but not actually on the beach ? Same as when a scenario says on or west of…..

otherwise it would mean : on the Beach or < 8 hexes from the beach…right ?
