Video quality is kinda abysmal but the narration is clear and interesting to hear.
This is about the WP munition (as delivered by chemical mortars) and the lab-coat logic re when best (hypothetically) to use WP as opposed to HE vs personnel:
Circa timestamp 9:45, the concluding remarks qualify that "pending the initiation of chemical warfare in this war...," WP has situational utility vs enemy personnel.
[The implication (to me) is that WP FFEs were not yet considered allowable vs personnel at time of this film, but that the US Army WP playbook page was written already should such use ever be green-lit.]
