An LVTA2 spends six MP and wants to ESB for one MP so it can stop and unload Passengers. Is this allowed?
He's using an LVTA2, which I assume does not have a ramp and costs 2x to unload (NVNH). The q&a applies to normal vehicles, but extending it to vehicles that are 2x to unload is not unreasonable.3/4 according to the RB, not 1/2? D6.5:
“Since ESB (2.5) does not grant any additional MF, Passengers/Riders may not unload after a vehicle has spent > than 3/4 of its printed MP allot-
ment, although they may continue to be transported via any additional MP so obtained.”

Unloading (for most vehicles) takes ¼ of the MP allotment [D6.5], which is the number printed on the counter. Per D2.5 ESB allows the vehicle to exceed its MP allotment.A ht (16 MP) with a 467. Starts its MPh and attempts ESB asking for 4 MP (passing the DR).
The ht now has 20 MP to work with this turn.
If it wishes to unload the 467 it must do it before it reaches 13 MP (3/4 of its printed MP).
Is the unload cost 4 MP (1/4 of the printed 16) or 5 MP (1/4 of its MP this turn)?
