Tunnel use

So I'm reading B8.6 and the first sentence reads "Only Good-Order/dummy Infantry of the owning side may enter a tunnel during the MPh."

What exactly does "owning side" mean?

I have always took this to mean the side which originally set it up. But could this mean the side which controls the Location? This phrasing seems quite poorly worded to me.

Side that set it up.

Or, phrased another way, side in whose OB it is.
