Is there any documentation on how to mod the game? I'm getting back into this series and would like to take a stab at making some changes and add-on tools.

Try here - http://www.prosimco.com/atf/tutorial/index.htm ...although this is merely for scenario creation. There is nothing I know of beyond this. As for modding, you will need to look at the files that come with AATF. The graphics are all moddable, beyond that, I'm at a loss.
