You can actually big for the Norwegians once you determine the"breaking point" of the scenario.
If 7 buildings is difficult, 6 is hard, then you bid 5 or 4.. if your opponent has no clue or the "skill" in determining the number to obtain.

Maybe a better version is to include a range of bids that must be had .
Say you must bid 5-9 only.
The playtest should arrive at these ranges.
Then actual"balance conditions can be included.

Essentially, no balance for the Germans as you are selecting how much to win.
If you tie in your bid, allies would get a boost.
But if you outbid him, he gets "a balance" of making it harder on you, so nothing in terms of forces is necessary to be added.
The execution was failed here.
Leader only on a tied bid for the allies.

"The Bet" is as balanced as you make it.

I played it once (I think my bid was 8). I got the Germans.

I think the bet is the"balance" for the Germans.
Pretty much the bet is what you think that side can win with.
If you both bet the same (eg. choose the same side), the loser of the coin toss gets nothing. The balance listed, as was pointed out, makes no sense in the first place. Listing the balance in the card makes no sense as was pointed out earlier. Why not just have No Balance listed? Instead we have 2 balances that just confuse the issue. I wish little things like this don't have to be too fancy.

The premise of the vc are straightforward.
But the can be a tied loser.

In essence it leaves out the balance for the allies. The bet IS the German balance
No one is going to bet anything less than 7 and nothing higher than 9 unless they misinterpret the control rules.
