Maybe a better version is to include a range of bids that must be had .
Say you must bid 5-9 only.
The playtest should arrive at these ranges.
Then actual"balance conditions can be included.
Essentially, no balance for the Germans as you are selecting how much to win.
If you tie in your bid, allies would get a boost.
But if you outbid him, he gets "a balance" of making it harder on you, so nothing in terms of forces is necessary to be added.
