TH DRMs for HIP

A Tank fires MA HE ATT at an empty location that it suspects contains bad guys. (It does, they happen to be HIP). Normally, a +2 DRM would apply when firing at Concealed units, but not when firing at an "empty" hex. Do you still need to apply the +2 Concealed DRM when determining if it hit the HIP units?

Yes, because A12.3 says: "Hidden Status is considered the equal of concealment except as otherwise specified."

So when firing with the ATT, you don't really add a +2 DRM vs the hex, but you must add the +2 DRM vs any concealed units, and also vs any (potential) HIP units. You may therefore hit unconcealed units, but miss the concealed/HIP units, and your opponent does not need to tell you whether there is a HIP unit there until you actually hit it.

this is also stated in Chapter C of the ASLRB:
"6.2 Case K; Concealed Target: Ordnance firing at a hidden/concealed target [EXC: pillbox/cave occupant; B30.7 and G11.812] must add the +2 DRM of Case K to its TH DR vs that target..."

so the +2 TH DRM for Case K applies here
