TEM vs DC attack into Factory?

Hi Guys.
Relatively new to the game.
We know factory TEM applies to fire attacks from within a factory and building TEM to fire from without.

A unit successfully places a DC charge into a factory hex from outside the factory.
It explodes in the AFPh with what TEM applicable?

I say +3 building TEM, my opponent says +1 factory TEM?

As the DC was placed from outside, the +3 TEM applies.
