Target Selection Limits question.

I have a MMC in a Location with an enemy AFV which has no useable MGs and the MA is not IFE capable. Considering the wording of A7.212 does my MMC prohibit the AFV from doing the following:
  1. Firing the MA outside of its own hex to Acquire an empty Open Ground hex?
  2. Firing the MA to place Smoke (not WP) outside of its own hex at an empty Open Ground hex?
A7.212 TARGET SELECTION LIMITS: A unit does not have the freedom to attack units in other Locations while its own Location is occupied by a Known enemy unit (even if disrupted) unless the only known enemy unit in its Location is an unarmed, unarmored vehicle. Whenever a unit is eligible for TPBF vs Known enemy units, it can attack only those units. Spotters (C9.3) are similarly limited, but Observers (C1.6) are not

The AFV cannot fire outside its hex because it has an MMC in its location. The TPBF reference is a separate issue. As shown in the A7.212 example, a unit on the first floor of a building can be eligible for TPBF against a bypassing vehicle in its hex while being in a different location. That is the situation covered by the second sentence of A7.212 above.
