The point is that there is a specific rule about counters that have a white background (A.12). There is no equivalent rule for counters that do not have a white background. You could, if you wanted, have a nationality with white-on-red (same as the Melee counters). I don't personally think it would be a very good idea, but no rules issues would be caused by doing so.They create no more problems than the black SS - as the Fanatic system marker is black too.
