At the end of this, it says: "AFVs are treated as if in Concealment Terrain due to the +1 LV Hinderance."

That seems strange. AFV's are always in concealment terrain? Should it be 'treated as concealment terrain' instead? Do they mean for example an AFV in otherwise OG would keep concealment if an enemy unit gained LOS?

Correct. So an AFV will never lose "?" just for being in LOS of the enemy if the +1 LV Hindrance applies. That was the intention, IIRC. Though I think most AFV will be shooting soon enough in the scenario, IIRC.
