Yep. Check out S 3.1, second bullet. They are considered non-Activated, Good Order, unbroken Enemy units.

Indeed, even if it is not suspect and is known to be a dummy, it will preclude concealment gain.

Good reason to never take off dummies no matter how obvious it is that they are dummies.
