Superimposed Smoke question

Hello Eveyone,

I imagine a bunch of us newbies are playing Fighting Withdrawal right now - I've got 3 games of it going and I am sure there are a few more more happening.

I would need a clarification on rules for smoke coming from buildings which are ablaze. As new blazes being appearing, does the smoke from the new blazes superimpose with smoke from blazes which were already present?

My undersatnding is yes (but the TEM of all smoke is never more than +3 if LOS is through the smoke). But my opponent and I are a bit thrown by the initial setup file on the VASL site. There are two multi-level buildings on fire at scenario start, but only one set of Smoke markers coming from each building hex. Should there techincally be 2 Smoke markers for each of these sets of blazes - one for one for the blaze at ground level and one for the blaze at level 1?

To answer your first question, yes, smoke is cumulative; if you had drifting smoke that appeared over a burning wreck, they would be cumulative, to a max of +3.

Re your second question, technically, I guess there should be.
