Stacking restrictions and Routing

A.5 lists rules and restrictions for overstacking, but how does this apply to routing units.

here is an example sceario Guards counter-attack
russian turn two it is the route pahse

board 1
hex K8 contains 2 german squads and a leader (all in good order)
hex K7 is empty
hex L7 countains 2 broken german squads with broken leader
hex L6 contains 1 good order russian squad
hex m7 contains 1 good order russsian squad

Can the broken german squads in L7 rout into hex k8?
(is it only 1 suad and the leader or can they all rout to the hex and be overstacked?

Not only "can they" they MUST rout from L7 to K8.

Given what you've said, they can either rout upstairs, or they MUST go to K8.

And, yes, they can overstack. Just make sure they aren't there overstacked in the next fire phase.
