From the death's head on each side of the collar he should have been a Schütze/Mann (private) in 3rd SS Panzer(grenadier) Division Totenkopf. However, despite the lack of rank insignia replacing his left Totenkopf, his collar has silver braid all round on his collar's lower edge which means he could be a Unterscharführer to a Sturmscharführer (Corporal to Sergeant).

His uniform looks pre-'43 and he seems to have the ribbon for an Iron Cross 2nd Class. His weapon is hard to tell but could be an ERMA EMP, one of many SMG adopted by the SS when the Heer had first dibs on the MP 38 or MP 40.

No idea of his name unfortunately, but either a squad leader or platoon leader most likely - most German platoons were commanded by NCOs rather than officers.

Hopefully, the actual soldier did better than his fictional counterpart did on the back of the Squad Leader game box.
