Number 73 in the I really should know this..
Can a yunit on the ground floor of U9 advance to the ground floor of V9 (basically going out the biilding and in again.)

Yes. The last sentence of B23.721 is one I often forget about. "In all cases (including non-Rowhouses and buildings with only one stairwell), units may move from the ground level of one hex to the ground level of another hex in a manner similar to Rowhouse Bypass movement (23.71)." Alternatively, you could move from ground level of U9 to Level one in V9, also B23.721.

I don’t think that this is what the rule is saying. “Similar to Rowhouse bypass movement” suggests that there is an additional MF cost to be paid ie one MF to cross the U9/V9 vertex and two MF to enter the building. It would cost 4 MF to go in the opposite direction.

The second independent clause of the rowhouse example in B23.721 states what Doug says:
That statement pertains to Rowhouses. In the depiction provided above the Ground level of the building in U9 and the 1st level of V9 are at the the same height and within the same building. Wayne is absolutely correct. As per B23.72, last sentence: "The first level of the higher hex connects directly to the second level of the lower hex. Movement within the building to the ground level of the higher hex must be made from Level 1 of the lower hex, etc." Therefore, as Wayne stated/intimated the Ground floor of U9 connects directly with the 1st level of V9.

That wasn't the question though. The issue is the MF cost to move from the ground level of U9 (at level one) to the ground level of V9 (level 0).
