Looking at playing SP124 Expelling the Guards and have a question about the VC. On the card it says no Russians on the hill. In the analysis article it says the VC are no one on level 2 of the hill (Sorry I don't have the card handy). Which is it? I assume that the card takes priority, but it is pretty poor to have an analysis article based on a completely different VC.
