Soviet 4-4-7 airborne counters?

I know that 4-4-7 counters can be used as airborne for the Soviet's, but should the counter have an E for elites?

IIRC, there was a recent post (can't find it at the moment) that Russian/Soviet airborne troops weren't elite volunteers, but rather "leg" infantry that were told: "You - jump."

There is even an account of flying infantry low over deep snow and dropping them without parachutes.

Well, to have them be paratroopers would require an SSR to that effect. Any designer worth his salt will call out Elite/1st Line as needed in that SSR.

Does not really call for another physical counter. Hasn't Plano/RAACO already made enough money off of ASL?

Why do they need ‘E’s for elite ?

Steve’s article suggests using 4-5-8’s (2-4-8 HS) which are ‘E’.
Problem solved.
