Soft Ground

Hi All
I think I have been playing this wrong forever.
Is Soft Ground only a modifier to the Bog roll, but has no effect on when a bog check must be made?
I have thought it made Open Ground into bog terrain, but can't find anything in the RB to back that up,
so now assuming it was just bad brains.

What about 16.43?

16.43 BOG: Any ground level or level -1 hex adjacent to a marsh/mudflat hex is a Bog hex requiring a Bog Check of any vehicle entering it along a non-road hexside [EXC: 16.8].

Yes that rule does it too.

First rule of ASL....any pronouncements you might make that include the words "all", "the only", or "no" will inevitably spawn an exception somewhere in the rules.

Well, maybe not T-H-E first....but an early one.
