Sniper target selection - Assault Boats

A sniper is activated with a "2" and the initial target hex is empty but there is a choice between an assault boat in the river with no passengers or a squad with a leader in woods. Must the sniper attack the boat because of its lower TEM, or can it be considered an ineligible target? It is unarmored, with only an inherent driver. "A14.22 NON TARGETS ... An unarmored vehicle with no PRC (14.33) can be considered an ineligible target at the option of the Sniper player." Is an assault boat considered an unarmored vehicle? Chapter E does not define them as such, but they are attacked on the star-vehicle line like unarmored vehicles.

Since the Assault Boat spend MP it is a vehicle and being unarmed it can be ignored per your quote. Of course when you pick the leader's location, the sniper will hit the squad unless the leader is a 10-2 or 10-3:D.

We rolled a die between the two options and the sniper hit the infantry stack, wounding the leader who died on the severity roll. Just an 8-0, but I'm sure his mother thought he was a 10-3.
