sN vs. concealed targets

From an older thread on here (and per the Chapter D divider) a sN is not halved for motion fire.

But is a sN halved for use against a concealed unit?

Also, just to verify, a sN can be used as a sD without harm to enemy or friendly units during phases other than CC correct?

There are several Q&A answers that say no modifiers apply to sN attacks so I would assume that would include concealment.
Don't forget that sN can only be used if there is a CC attack against the tank so for there to be a concealed unit there it either must be German/Axis or a second Allied unit.
sN SMOKE placement is a smoke round and not an HE round so it can't hurt anyone, so yes it is similar to a sD when placing SMOKE.

You just can’t use it if the AFV is CE.
