Smoke and 2 Level

A German infantry unit in a 2 level building with Smoke +3 in the same hex at level 0, shooting down a Russian infantry unit at 3 hexes away at Level 0 will get the hindrance +3 of the smoke?

As a rule of thumb, imagine that the Smoke is a 2 level obstacle : if the LOS would be blocked, hindrance would apply.

Note also, though the LOS/LOF may traverse several levels of the same smoke counter it is NOT a cumulative DRM to the shot [EX: A unit at level 2 building location with a +3 Smoke existing at level 0 and firing at an adjacent hex at ground level location would only incur a +3 DRM even though the LOS/LOF would necessarily be traced through both the 2nd level smoke and the ground level smoke in the hex they are firing from. They would NOT incur the additional +1 DRM for firing out of SMOKE because a normal HC-smoke rises to but does not include the 2nd level].

I don’t quite agree with this. If your men are at level 2, everything below that level in their hex won’t affect LOS to another hex. Otherwise, level 1 would block the LOS. I maybe wrong.
Any LOS to a lower elevation goes through the Smoke for +3. You have the A24.4 EX saying this for a LOS to an adjacent hex e.g.
