From the briefing:
Winter effects
Cease-Fire Event stops all combat in the winter of 1939-40 (the 'Sitzkrieg') and restricts sea and air movement: this is a psychological as well as a weather dictated pause.
Begins between turns 24-26
Ends between turns 35-37
There are similar, shorter 'cease-fires' in Spring and Autumn 1941-2-3-4, representing storms, floods, mud, etc.
(During these periods ships and planes can only move along 'friendly' sea hexes: so as they approach it might be prudent to send your navies on voyages to create friendly corridors for movement during the cease-fires)

How do I sea which sea lanes I control?
There are no flags or borders as there is on land.
Thanks.

You can't, which makes it interesting. Lou only found out about it during a test by filling in sea hexes with land ones, when the flags do work - obviously you can't do this in the middle of a normal game.

Since the Allies always move second they get the advantage here.

Best bet for the Axis is to create a few friendly lanes with your own fleets then blockade the Allied navies in their ports to stop them doing the same in their turn. However, this will expose your fleets to air and sea bombardment, and you're never certain when the ceasefires will actually start.

Tricky tricky.
