Can Infantry retain concealment if it conducts AM by expending 2 MF to claim the +1 TEM of a Shell Hole counter in an otherwise OG hex?

Yes, concealment can be maintained in this situation.

Open Ground for concealment purposes is defined in accordance with A10.531. And unlike MPh movement into a foxhole, the MF spent moving into the shellholes is combined with the MF to enter the hex.

Since the unit would not be subject to FFMO, it does not lose concealment.

Thanks for the response. I was having a newbie brain cramp on difference between Foxholes and Shell Holes for when the (+) TEM went into effect.
