Shallow Stream Transformation

Hi All,

I am setting up BFP-135: No Shortage of Determination. One of the SSR's states "All water obstacles [EXC: Ponds] are shallow streams.". See the diagram below from map BFP-O. My question is about DD6, EE7, FF6 and friends.
  1. Are these shallow stream hexes?
  2. How does the woods in say EE7 impact movement: Does one need to pay 2mf for woods and 3 additional (total 5) to enter EE7 from EE8?
  3. How does the woods in say EE7 impact combat: Does a unit get the +1 woods mod, and is it susceptible to air bursts?
  4. Any other nuance to this terrain?

Normally I would say DD6, EE7, EE6, FF6, etc. are River hexes, not (shallow) streams nor Ponds. As either River or Pond hexes the woods in those hexes has no effect on movement nor combat (I can't find the rules reference that says to ignore small bits of terrain that extend into adjacent hexes.)

DD6, EE6, etc are all water obstacles. They have their hex center in the blue background, and they are not stream colors (unlike, say, BB6) [B21.1]. If they are converted to (shallow) stream by SSR, then B33.1 applies, and they become cumulative terrain [A2.4, B.1]. Per B33.13, the potential TEM in EE7 would depend on the LOS. From EE8 a unit IN EE7 would get +1 TEM. From GG6 it would be Open Ground. The major nuance is that the bits of woods in the river/stream hexes still block LOS, so there is no way to see from one bank INTO the river/stream except ADJACENT, e.g. LOS from EE5 to EE7 or EE8 is blocked whether the water is stream or water obstacle.

The bit about ignoring small extensions is in B.1, but it does not say that the symbology is ignored. Rather a smidge of terrain art does not change the character of the hex, e.g. if a tiny corner of a building leaked into a hex that was mostly open ground, it would not change the hex from an open ground hex into a building hex. However the tiny smidge of building artwork would still apply when checking LOS. Here there is more than a tiny smidge of terrain artwork, and the hexes are cumulative.

Has anyone confirmed with the designers that the river in this scenario is supposed to be a multi-hex wide shallow stream? Just seems weird.

From EE8 a unit IN EE7 would get +1 TEM.
33.13 TEM: Disregarding SMOKE and Hindrances, a unit IN a
stream (including dry stream)- woods/brush/orchard hex is in Open Ground
if the LOS INTO that hex emanates from within, or lies within the stream
depiction (20.2) as it enters, that hex.

The LOS lies within the stream depiction and would be considered OG.
It looks like the only application of Woods TEM would apply from Level 0 locations.
