SSR 4 of scenario J179 says, " The Germans may use Sewer Movement (B8.4)."

Can the Germans use Sewers freely without rolling a 4TC? (See rule quote below.)


B8.4 SEWER MOVEMENT: (edit)................. only those units granted Sewer Movement capability by SSR, or who are accompanied by a leader who passes a 4TC at the start of their MPh while in a Manhole Location, may enter the Sewer. The latter method of entrance is available only when a SSR has specified sewers as usable and units of either side not granted the capability wish to attempt entrance. Units in a Sewer may not portage more than their IPC nor push a Gun. Sewer movement cannot be used to move beneath any Water Obstacle hex.

The Germans have been granted Sewer Movement capability by SSR. Their opponents may enter a sewer if accompanied by a leader who passes a 4TC.

Ah, I see now, granting one side Sewer use enables both side to use them.
Thanks for the answer.
I didn't realize the Americans in the scenario could use the Sewers (though less effectively due to the 4TC) until you pointed it out.

Generally a 4TC is equivalent to "not". In CGs perhaps the side without sewer capability can pull off a sewer surprise. It would be rare in a scenario. Even a 10-x leader is going into the sewer only 40% of the time. If you manage it, please share.
