Sewer movement and fortified building location

A sewer unit makes a successful emergence roll in an occupied enemy building hex. The enemy building hex is fortified. Does the enemy announce the FBL at the emergence roll? Does the enemy announce the FBL during the sewer unit advance phase? Does the sewer unit lose concealment by being bounced out of the FBL?

I think you let the player with the sewer unit know he can't advance up once he says he will - just like attempted advance into a FBL above ground.

Only if the Fortified Building Location was occupied by a SE stack worth of enemy unit(s) and the Sewer Moving unit was attempting to emerge in that location; otherwise the fortified status of the location shouldn't have to be announced until occupied by the unit emerging from Sewer Movement if that were the case.

The OP's text of "Does the sewer unit lose concealment by being bounced out of the FBL?" - sort of (IMO) implied that the unit can't advance up there. :)

Anyhow, the advancing player does not get to know whether the Location is Fortifed until he declares he will advance (successfully or not) into it.

With the wide variance of experience of players viewing these threads, I just wanted to point out that simple condition of being fortified does not preclude emergence or reveal the fortified nature of the building location in and of itself. I wasn't truly replying to Michael as he is a quite experienced player and would be well aware of those stipulations, but to a less experienced or new player, they might infer than by simply moving beneath the fortified location in the sewer was enough to reveal its fortified status or prevent emergence regardless of being occupied.

The sewer unit can't lose concealment, as the sewer/lost marker is also a concealment counter [B8.41]. See also the last sentence of B8.44. Sometimes the benefits of being concealed don't apply, as when an emergence dr is > 7. The revelation that the building is fortified would be made only when the stack attempts to advance out and not on the emergence dr.
