Setting up AA guns

Can AA guns set up in buildings (with a roof). (if it got in there) I imagine an AA gun could fix any problem pretty quickly..

If not that matches with mortars and not ATG Inf gun etc...

Small AS guns can set up in buildings. Fortified building locations can take any size of AA gun on the ground floor.
You can set a mortar up in a building too. Just can't fire them out.

Attacks against aerial targets are not allowed from non-rooftop building locations, B23.423. There are plenty of scenarios where they are useful in buildings vs ground targets.
