Does one have to have ( in ones OB) a DC in order to use a set DC as purchased via the fortifications tables?

Yes, RB and RO use the same Fortification Purchase Table.

I suppose one could purchase a Set DC without having a DC just to waste some FPPs on an element that would have no effect because you don't have a DC to implement it. Boy would that fake out your opponent (Of course you'd have to let it slip that you bought a Set DC ability).
