Set DC HIP?

In a scenario SSR, I have the possibility to make my DCs Set DCs. This is APril 1945, Germans vs US.

Question: do any set DCs set up HIP? Or are they possessed? Concealed? (The Germans are SCENARIO DEFENDER).

It can not be set up HIP/concealed unless there is an SSR that specifically allows it to be so and it does not seem to meet the requirements of a possessed SW [EXC: per SSR to the contrary].

Hi, it was a bone head move on our part, totally missing the part where it states that it sets up HIP.
