To paraphrase, can the Russian drop HIP status during setup to deny German concealments?

I'd say HIP/Concealment can be dropped any time - during the game. Setup is before the game if you ask me.

If you look at the ASOP, setup is part of the Pre-Game Sequence. Which means 'during the game' begins with the start of the RPh, i.e. everything after the Pre-Game Sequence.
