SASL ELR assignment

I can't seem to locate where in the rules the ELR is assigned to the two sides in a Mission. Any help is surely appreciated. I feel a serious "D'oh!" moment coming on ... :nuts:

I'd turn to Chapter H, I think... the chart where all countries ELR's are listed by month/year. Unless of course I had an Elite Coy, in which case it is (all but certain?) going to be 5.

You think right : that is exactly what rule S 12.4 says to do (with Axis Minors having it increased by 1).
