Not sure that I'm applying the SAN correctly...Section A14.1says "A player is subject to Sniper attack during any PFPh, MPh, DFPh or AFPh whenever he makes a TH, MC, TC, non-OBA IFT, or Entrenching, Original DR...equal to the enemy SAN." (italics added).

If the German SAN is 3, and the Soviet SAN is 5:
If it is the Soviet player turn, and the Soviets Prep Fires on some Germans and rolls a 3, presumably that triggers a sniper dr...but then if that Prep Fire results in a MC for the Germans, and they roll a 3, that would not trigger a sniper dr, because it is not a Soviet DR? Is that correct?

That is correct! It is always only the enemy SAN that can be activated.
