14.21 ALTERNATE TARGET: If the present target hex contains neither an eligible target (14.22) nor the enemy Sniper counter, the attacking Sniper counter is moved to, and will attack, the hex closest (in hexes) to that target hex which does contain one/both of them. Should ≥ two such hexes be equidistant, the Location with the lowest TEM is the target. Only the lowest (to a minimum of zero) in-hex TEM/SMOKE DRM applicable to any eligible target currently occupying that hex, regardless of LOS, is considered in the comparison [EXC: the +1 HA TEM, and the +1 Factory (but not that building) TEM, are NA]. Hidden Fortifications (e.g., entrenchments, Fortified Building Locations) may be revealed at this time. If the target hex is still undetermined, the Sniper player chooses which of those equidistant hexes to attack.

Please see the image. That is the post random-direction/distance location of the US sniper who was activated. The German Sniper is on a wreck that applies the TEM this phase. The Italian AC has also not moved, so the TEM applies.

A) What is the sniper target or can the US player choose?

B) What if the Italian car did not provide TEM (say it moved this turn)?

Follow-on question What TEM is ever applicable to the opponent's sniper? Should they always be treated as in zero TEM for sniper selection?

The enemy sniper benefits from the in-hex TEM as any other unit. It's their job to hide using masterfully the terrain to do so!

Interesting. The only 'benefit' a sniper would get from any terrain would be on the sniper check correct? Have I been missing a lot of 2+1 shots on the sniper counter?

Just kidding mostly and I expect this is how Perry would rule it too. Thanks for the input and that is how we played it!
