Rules questions relating to RPT8 Well Taught

I have a few (hopefully easy) questions on this scenario. It is set in 12th April 1945 when the Romanians were fighting for the Russians:

• The Romanians can still roll to get the German ATMM's and Pf's? Even though they are now fighting for the Russians?
• The vehicle TACAM R - 2(r) is described in the vehicle notes as a tank destroyer but has an AP depletion number of 5. Am I missing something? Armour piercing on a 5 for a tank killer?
• I am assuming that the TACAM, even being open topped, may set-up in a building? I know it is a stupid question but I just wanted to check.......
• Two Romanian squads can deploy on setup? This is being answered in another thread so feel free to contribute to that:

Allied Troop Deployment

In RPT8 Well Taught, the Russians have 8 squads and the Romanians are allied troops and have 3 squads. Can the Romanians deploy one or two squads since the Allied troops total 11?

Maybe the Russians did not have all that much AP ammo for these vehicles? - just speculating, seems like the MA is form of Russian Gun.

An OT vehicle can't set up in a non-Factory building (as it can't enter such).
