1) Can a routing unit utilize the “road bonus” for an extra MF?

2) MMC routs into Orchard-Road hex. A potential interdictor has LOS that does not leave road depiction. Does MMC has to take NMC?

1 no.
2 yes if they enter through the road hexside. I do not think you have the choice not yo use the road in SO.
