Anyway...for some reason I'm drawing a blank here.

Can a unit on the rooftop (presumably at level 1.5) of a two story house (ground and 1st level) see over level 1 obstacles to level 0?

Yes it can - being higher is enough. You don't need to be a full level higher. Blind hexes applies as normal of course.
