ROF and Residuals

A8.23 says that there is no residual left by a MG when a player wishes to keep its ROF. That’s clear.
Let’s assume a MG gets 2 shots on a hex using its ROF (no residual), but then loses its ROF on the third shot.
Does that last Third shot creates Residuals ?

Note that if firing one a single target entering that Location during the MPh, the target must spend at least 3 MF/MP for you to be able to fire at it three times (A8.14).
