Roads in dense jungle?

"Dense jungle has a +2 TEM (or a -1 TEM for
Mortar fire vs Infantry or CE vehicles) and
Infantry stacking limits are reduced to two
MMC squad equivalents (plus normal SMC
allowances) in hexes that do not also contain
a road/building. "

How can dense jungle hexes contain a road, when those don't exist in PTO?

There's at least one scenario with roads (S70) by SSR, but I don't think rules cover possible SSR exceptions, so what gives?

SSRs always overrule the published basic rules. Therefore if an SSR intimates that roads exist, those road depictions on the map are considered roads and not paths. If there is no such SSR such depictions are considered paths or to be non-existent (i.e. in Open Ground). EXAMPLE: SSR 1 may state "PTO Terrain is in effect" (Note PTO terrain only exists per SSR as well). Now immediately following is something like [EXC: Roads exist] which is considered an errata/addendum to the normal effects of PTO terrain but only for the effects of roads.

Of course SSR overrides regular rules.
Still not sure why the rules need to anticipate possible SSRs.
There are no caves in the rules, yet S70 has a cave. And the rules don't mention you might encounter those in SSRs.

I'd think the rules could perfectly omit mentioning the stacking a jungle hex with a road, and leave it to the SSR when needed; I would find it more clear. Might be just me.

Well, you could require MMP to rewrite the rules your way.
Presumably, the possibility of a road in Dense Jungle was an anticipation of the numerous scenarios where SSR state that roads still exist : it is a quite frequent occurence.

8.2.1. also states that in such dense jungle hexes with roads the normal stacking limit rules apply instead of the maximum of 2 MMC. Thus SSR are not required to state that both 1) road exists AND 2) normal stacking rules apply. Road/dense jungle hexes still have + 2 TEM (-1 TEM for indirect fire).
