Roadblock on the border of a board that the defender is not allowed to set up on

Referring specifically to /t-0Patchers where a road can be blocked at the border of the two boards, only one of which the defender may set up on. My take is that it would be legal given you place the majority of the roadblock counter on the allowable board.

Since a RB is placed in a single hex (and across a road hexside), as long as the hex the RB is actually in is part of the setup area, it doesn't matter if the other hex of the road hexside is in the setup area or not.
My thoughts exactly.

Yes, while the hexside is blocked, which HEX the roadblock counter is in has all kind of implications and merits reflection.
