Does the EXC there count against the DR, or is that SMC free? EX: on a given turn the dr is 1. Can say a 426 and 9-0 enter, because the SMC 'may enter' and you can never have a dr 0 so the "1" counts towards the 426.
The EXC means that a maximum of one SMC may enter each turn - but that SMC still counts towards the number of counters that may enter.
Perhaps the EXC would have been better to have after "number of counters" instead of at the end?

Thanks for the clarification. The bit about the SMC b/c it is an EXC clause makes it seem as if they are free (albeit only 1 can enter on a turn) My hack would have been like this...
