RM3 Forcing the Sure

Hi George,
Getting ready to play this one. Question on ssr3. Do the Belgians have to take the mines as known or can they take them as 24 factors of hidden mines as normal?

SSR 3: States: For every 24 Mine factors the Belgians set up Known (B28.45), they may add one Dummy Mine Counter to their OB and makes a
secret dr (halved, FRD), adding additional Dummy Mine Counters equal to the result.

No. But if they do set them up known they can make a secret dr (halved, FRD) receiving additional Dummy Mine counters.
OR
They can set them up "Normal" using HIP as normal.

Sorry George one more question. Are the 4 OB given wire counters in addition to the 3 that come with the MG pillbox (TM27)?
