riders considered PRC when they load?

What is the net DRM for Infantry loading onto a tank as a rider? Say the tank has yet to move and is thus providing a +1 TEM should any small arms fire come this hex's way during his MPh.
There is a -1 FFNAM drm [D6.5].
Main question is are the new riders considered PRC when they load?
If PRC I believe the net drm is the single -1 FFNAM drm. (net +1 drm if it were a HT as they pick up the +2 CE drm).
If still Infantry, the net drm is 0 since they pick up the +1 AVF TEM. (Same for a HT)
How does this work exactly?

D5.43 "An Inherent crew Abandoning its vehicle as per 5.41 (as well as any other Personnel unit exiting/entering a vehicle) is considered Infantry and subject to FFNAM (juntil pinned) vs all attacks declared against its embarking/debarking MF expenditure." The D5.43 EX makes it clear that becoming a Passenger/Rider is treated the same as Abandoning/re-crewing.

Until they have survived all fire against them for the embarking MF the units are not PRC. They are not eligible for the CE DRM, and the net DRM for a rider mounting up would probably be +0 (-1 FFNAM, +1 vehicle TEM). It might be different if, for instance, the TEM of the hex is > +1 or is negative (e.g. airfield).
