RF Cellar - Single Hex Building and Collapse

This may seem to be straight forward but I'll ask it anyway.

RF 6.1 states: " All multi-hex, non-Factory buildings depicted on the RF maps contain beneath their ground-level location a RF Cellar level ..."
RF 6.62 states that an AFV will fall into an RF Cellar if the colored dr of the Bog Check is >= 4. It goes on to state that "The removal of an AFV for falling into a cellar in a single hex building doe not create a RF Cellar location in that hex."

Does a single hex building contain an RF Cellar location as it pertains to RF 6.62?

A single hex building contains a small cellar that is big enough for an AFV to fall into, but not big enough to be a separate cellar location (it is just part of the ground level of the building as far as Infantry are concerned).

No, there's not a separate RF cellar Location under a single hex building, but as @EagleIV wrote, any number of AFVs can fall through the floor of the ground level.
