Of Course not! One has only to read the CG SSRs and the non-CG Scenario SSRs to see that this is not so. RO5 MEN OF STEEL specifically lists which CG SSRs are in effect. If all such CG SSRs were in effect it would be quite redundant to list those specific few as well. However, as per O.2 unless otherwise noted all RF SSRs apply [RF1-19].
