I’m requesting assistance in finding a previous thread or past experience understanding how set up works in this Night scenario.Is cloaking used, do the Germans get HIP/additional concealment, etc?

By SSR2 the Soviet side is the Scenario Attacker and the German side is the Scenario Defender (using RBv1 scenario card). Because of this the Germans set up per E1.2, and the Soviets use cloaking per E1.4.

No. The EC will have very limited impact, affecting fires mostly.
