RB/VotG Reserves and Wall Advantage

Can Reserves setup with Wall Advantage? Or do they have to come on-board when able and then claim if so allowed?

Hi Jim,

They can set up marked with WA, as they are treated as a ? (which can claim WA). Not being HIP, they would be restricted to claiming WA only at one of the other 4 allowed times (setup, RPh, MPh/APh, if Enemy loses/forfeits). Of course, WA is mandatory if they have no TEM.

I am thinking they can set up with WA - but until activated they could not change that status, since per the rules:
"In general, the counter(s) represented by a Reserve Cloaking counter (if any) is considered not to exist until it appears on the map, except as noted below: "

and claiming/forfeting WA is not listed as an exception. Could be worth a Q&A to MMP.
